How close is your relationship? This will determine how personal you want to be as well as length. The closer the relationship, the longer and more personal the wording should be.
What values does your audience have? If you are writing for someone who is religious, then a religious message might work well. If he’s into sports, relate it to sports.
What are the circumstances of the situation? Do you want to inspire or entertain with your words? Sometimes jokes are inappropriate. People are sometimes sensitive about their circumstances. Sometimes a quote is all it takes to be inspirational. Choose the goal of what you want to convey.
